About Global Works

Shalom Flank, Ph.D., Principal

With Dr. Shalom Flank as its Principal, Global Works has been working with local and national clients to commercialize leading-edge technology since 1999.  Dr. Flank also teams with other consulting groups, including Synthesis Partners, Haft, Harrison, and Wolfson, Inc., and DataStrategy.

For fifteen years, Dr. Flank has worked with technology as it evolves from abstract innovation to successful implementation, establishing himself as a leader in promoting understanding of and commercial applications for new technologies. As an academic and analyst, as an ARPA program manager, and as a business consultant, he has employed his unique expertise at the intersection of business, government, and technology – understanding the potential, the pitfalls, and the path for creating utility, social benefits, and profit out of new technology.

As a consultant, he was worked with business, academia, government, and the investment community. He has been a trusted strategy advisor to start-ups, universities labs, defense contractors, government agencies, and VC funds. Past clients include AnswerLogic, the Department of Defense (Advanced Concepts office), DevelopmentSpace, FieldPower, GlobalWisdom, the Information Sciences Institute, the National Academies of Science, the National Institute of Standards and Technology (NIST), New Millenium Media, Terrapin Partners, the University of Maryland, Veridian Systems, and the Washington Square Capital Fund. He was worked with applications in knowledge management, distributed power generation, enterprise portals, intelligent transportation systems, drug discovery, field force automation, e-learning, and on-line travel. His experience covers many industries and technologies, as the process of technology commercialization is largely the same across all of them – whether  IT applications or renewable energy, whether networked sensors, LEDs, or bioinformatics.

Background

Before immersing himself in the entrepreneurial community in Washington, Dr. Flank directly managed over $60M of investment in advanced information technology projects as a Program Manager at the Defense Advanced Research Projects Agency (DARPA). Yes, that’s the DARPA of "ARPAnet" fame, the progenitor of the Internet, and also the Pentagon’s premiere high-tech agency with over $2B of direct R&D each year.  Dr. Flank has also been visiting scientist at the Monterey Institute of International Studies, has served on the staff of Lawrence Livermore National Laboratory, Stanford University, and the U.S. House of Representatives, and has had appointments at Harvard and MIT.

He brings a distinctive perspective thanks in part to an academic background in “Science, Technology & Society” – the study of how new technologies grow and fail, change and are changed by their environment, and evolve into old (that is, successful!) technologies. He earned a Ph.D. in a multi-disciplinary program at MIT, along with a Master of Science in Nuclear Engineering, and received a B.A. in Physics from Cornell (see “My geek bona fides”).

Shalom believes in giving back to the community, assuming leadership and service roles in a number of high-tech and entrepreneurial organizations, including the MIT Enterprise Forum, the Dingman Center for Entrepreneurship, and the American Association for the Advancement of Science.
